The Department of Modern and Contemporary Culture of the Deputy Ministry of Culture is the competent body for financial support to municipal and community libraries of Cyprus. Funding is provided upon submission of each Library’s annual report at the beginning of each year. Α. Municipal libraries are granted a sum for their operation and the amount depends on certain criteria like the size of collection, number of loans etc.

The annual report should be completed and sent either by post to the Department of Modern and Contemporary Culture, Ifigenias 27, 2007 Nicosia, or by fax to 22809875, or electronically to This email address is being protected from spambots. B. Community libraries shall be granted an amount equal to half of their annual budget. They are required to submit the following:
  1. Completion of the annual report
  2. A letter that the community library requests from the director of the department, the library's sponsorship
  3. Provide necessary evidence of the library's operating expenses

Libraries' bibliographic enrichment with Cyprus publications

The "Acquisition of Publications for the enrichment of Cypriot and Foreign Libraries" measure aims to establish an effective methodology and transparent procedure for acquiring publishing from the Department of Modern and Contemporary Culture. The application of this measure serves a wide range of needs and also provides an essential contribution to achieving a variety of goals. The measure's initial aspect acts as reinforcement along with the support of the writing creativity and publishing activity, as well as mobility promotion of Cypriot- particularly literary- Book. The other aspect (enrichment of Cypriot and foreign Libraries with purchased publications) acts as an essential way to widen the opportunities for presenting Cypriot publishing and to provide access to the public and researchers with specific research interests in productions of masterpieces in contemporary Cypriot publishing.

Public Lending Rights

According to European Directive, 92/100/EEC all member states of the European Union are obligated to give local authors the PLR rights for every book being lent to library members by their public libraries (state, municipal, community, school, academic).

Currently, there is no ability to defray the PLR rights to every Cypriot author due to the ongoing cataloguing procedures which are still not completed.

Based on the above, a symbolic amount was decided to be given to the Authors' Union in order to support their members.
